1530th (Special) Meeting of the OSCE Permanent Council
Statement by H.E Ambassador Ian Biggs, Australia’s Permanent Representative to the United Nations and International Organisations in Vienna
25 August 2025
Excellencies, colleagues,
I would like to begin by acknowledging the Representative of the OSCE Chairpersonship of Finland, HE Vesa Häkkinen. Australia appreciates Finland’s strong leadership as Chairperson-in-Office, including by using its platform to encourage an end to Russia’s illegal invasion of Ukraine.
With Ukraine commemorating its 34th Independence Day yesterday at a critical moment in the conflict, we recognise the strength and the determination of the Ukrainian people – in Ukraine and across the world.
Australia is steadfast in our support for Ukraine’s sovereignty and territorial integrity.
We are the largest non-NATO contributor of military assistance to Ukraine, with AUD1.3 billion in support, alongside our other humanitarian, energy, and economic contributions.
In parallel, our comprehensive suite of measures against Russia – including over 1,500 sanctions – have denied Russia access to Australian markets, and ensured Australians are not supporting Putin’s imperialistic war of aggression.
I also acknowledge the OSCE’s continued efforts to secure the release of the three OSCE officials wrongfully detained by Russia.
Australia shares the desire of many participating States and Partners to see a world that is peaceful, stable and prosperous – where each country respects each other’s sovereignty.
A world where no country dominates, and no country is dominated.
Australia supports all meaningful efforts, including by the United States and our European partners, towards a just and enduring peace for Ukraine on its terms.
We continue to call on Russia to immediately end its illegal war and to adhere fully to its obligations under international law, including in relation to the protection of civilians and treatment of prisoners of war.
We stand with Ukraine on its Independence Day – and every day.
Thank you.
